On 12 August 2026, the EU Regulation on Packaging and Packaging Waste (PPWR) will enter into force officially, replacing the previous Packaging Directive and applying directly across all Member States. The new regulation sets out two core compliance requirements for cross-border e-commerce enterprises: first, the packaging void space ratio shall not exceed 50% (enforceable as of August 2026); second, producers must complete Extended Producer Responsibility (EPR) registration and declarations in target sales countries.
Major marketplaces including Amazon and AliExpress have simultaneously tightened their review criteria. Enterprises failing to achieve full compliance will face risks such as product delistings, customs detention of goods and even fines.
Faced with this mandatory compliance threshold, businesses generally encounter practical pain points: unclear sorting of divergent national rules among Member States, ambiguous compliance benchmarks for packaging design, as well as complicated, time-consuming EPR registration procedures.
The core value of legal services lies in supporting enterprises to sort out country-specific implementation standards of each Member State, review and optimise packaging compliance solutions, act as agents for multi-country EPR registration and annual declarations, and formulate contingency plans against non-compliance risks. This enables businesses to complete the compliance transition at minimal cost and sustain stable operation of their European market activities.
